Staff recommends North Carolina Driving School for next driver-education contract

District staff presented information on the driver-education contract procurement and recommended awarding the contract to North Carolina Driving School.
The request for proposals was advertised March 18 and closed April 2. Two vendors responded: Major League Driving School and North Carolina Driving School. District staff reported they used a rubric and three evaluators to score proposals against requirements in Board Policy 64-50 and state policy DRIV-001.
Staff said North Carolina Driving School was the recommended vendor because it alone met all insurance requirements, identified the ability to provide reasonable accommodations for students with disabilities, currently contracts with about 40 other North Carolina school districts, reported 36 years of experience, and was evaluated as the lowest responsible bidder with the highest average score across evaluators.
Operational details presented: the RFP required the vendor to provide vehicles, fuel, maintenance, certified instructors, required training for special needs students, student registration management, background and drug checks for staff and supervision of students before and after class. The district noted average face-to-face class sizes have been about 30 students; driving instruction typically places two students per car for the behind-the-wheel portion.
Staff described a timeline: recommendations will be presented to the board as an action item in May and the new contract would begin in July.
Board members asked about registration equity and prioritizing older students. Staff noted a pilot at one early-college campus that replaced first-come, first-served registration with a Google form and administrative review to prioritize students close to graduation; the high school principal is considering adopting that approach.
No contract award was final at this meeting; the item was informational and scheduled for board action next month.
