Bustamante provided net lot areas for the four parcels: Parcel 1 — 26,976 square feet; Parcel 2 — 28,041 square feet; Parcel 3 — 26,695 square feet; Parcel 4 — 55,943 square feet. She said staff found the proposal consistent with the applicable general plan, municipal code and the local coastal program and that the required findings could be made.
Public comment on the file included a written submission from Manolo Turner and a written comment from the Coastal Commission received about 4:30 p.m. on the day of the hearing. Bustamante said the Coastal Commission indicated it needed additional time to prepare more extensive comments and that formal comments were expected to follow. Katie Ennis, planning manager, asked whether the applicant wished to speak. The applicant declined to add remarks, saying, "I don't really feel the need to speak. I think staff has done a good job in presenting the facts." Ennis told the hearing that staff would review the comments from Manolo Turner and the Coastal Commission, address any issues raised, and make both comments available on the city website prior to approval of the notice of decision.
