Tony, presenting the item, explained the change's purpose: to align council compensation with the Ohio Public Employees Retirement System (OPERS) "minimum earnable salary" so council members earn a full year of OPERS service credit for each year served.
Tony said the OPERS minimum earnable salary had risen since the last compensation change in 2019. Staff noted the OPERS minimum earnable salary in 2025 is $734.07 per month; the proposed $850 monthly salary for council members would ensure full credit. The ordinance also contains an "evergreen" provision: if OPERS raises the minimum earnable salary after Dec. 31, 2029, city salaries would automatically adjust to match the OPERS minimum and retain the mayoral differential.
Under the city charter, any compensation change will not take effect for incumbents until after they are reelected to a new term; staff explained the timing and the charter window for adjustments (odd-numbered years between Jan. 1 and June 1). Council discussed the policy rationale and comparative pay in nearby jurisdictions; no objections were raised to moving the item to the regular meeting for formal consideration.
