The Live Oak City Council on April 22 approved a resolution accepting a proposal from Fuquay Incorporated (also referenced as Fuquay, LLC/Inc.) to repair a failing sewer main located south of Judson Road, near the intersection with Gunn Road. Council approved the proposal amount of $133,288.59 and authorized a 10% contingency for a total authorization of $146,617.44.
Public works staff said approximately 700 feet of sewer main in an easement (outside the roadway) is failing and cannot be repaired in place, so an in-place replacement using a pipe-bursting method is recommended. "They run something through there. They break the old pipe. They pull a new one right in its place, so we don't have to dig it all up," said Mr. McNew (staff member).
Because staff classified the situation as an emergency, they used a purchasing cooperative to obtain a preapproved contractor rather than sending the work to a standard bid process. Fuquay Incorporated provided the proposal to perform the pipe bursting. Staff told council the contractor has not started work and is awaiting authorization; bypass pumping is in place to keep the system functioning until replacement begins.
Council members asked about the location and previous sewer camera surveys. Staff said the line is within a private property easement (the Alpha line from Fiddler's Green) across from Gunn Road and that the line had been identified as an issue in ongoing sewer inspections; some CCTV/inspection work remains to be completed on other lines.
A motion to accept the proposal and authorize a 10% contingency passed unanimously, 5-0. Staff said crews expect to mobilize as soon as the contractor confirms availability.
