City awards $911,737 contract for park parking-lot reconstruction; authorizes 10% contingency

The Live Oak City Council on April 22 voted 5-0 to award a contract to Platinum Paving LLC for reconstruction of multiple park parking lots and associated driveways, approving the base contract of $911,737.17 and authorizing a 10% contingency for a total authorized amount of $1,002,910.88.
City engineers reported they received 17 bids for the 2025 park parking-lot project. The apparent low bid from M and L Contracting was found to be unbalanced and contained mathematical errors; after correction that bid totaled about $880,000. Staff recommended Platinum Paving as the lowest responsible bidder at $911,737.17. "Our engineer did do some vetting on M and L contracting, found that they weren't really a paving contractor... they had a large number of mathematical errors," said the presenting staff member.
Council members asked about surface appearance and long-term maintenance. Councilman Morgan asked whether concrete could be dyed to avoid the ubiquitous plain-white look; staff said colored/concrete-dye options exist but tend to fade over time. Council members also raised concerns about drainage and erosion where parking-lot runoff has washed out adjacent sidewalks; engineering staff said the project includes three-dimensional grading, outfall protection with rock riprap and sawtooth notches to slow discharge and reduce erosion.
Staff said the contractor will have 120 days to complete the work after mobilization; a short lag before construction will occur to avoid a scheduled "kid fish" event at the lake park. The main city park will remain open while work is staged and staggered across lots.
A motion to award the contract to Platinum Paving LLC in the amount of $911,737.17 and authorize an additional 10% contingency for a total of $1,002,910.88 passed unanimously, 5-0.
