Commission approves PD rezoning for HUGS trade school and cafe; case forwarded to council

The McKinney Plan and Zoning Commission voted 7-0 April 8 to recommend approval of Planned Development rezoning case 240110Z, allowing HUGS — a nonprofit organization — to relocate and operate a trade school with an ancillary café on a roughly 9.98-acre property at the intersection of Andrew Street and Green Street.
Staff told the commission the Unified Development Code defines trade school as a use intended for for-profit operations, so the applicant requested PD zoning to allow the nonprofit training use and the café. City staff said the requested PD aligns with the Mill Street/urban living place type and described the trade school as a low-intensity use expected to fit within the residential neighborhood without an adverse impact.
A representative for the applicant, Casey McBroom of Cross Engineering, said the HUGS operation plans to relocate from its current downtown location and to use the proposed site as the organization’s new headquarters with classroom and flexible training space; the café will serve as an ancillary training environment and the relocated café for the nonprofit. McBroom said the project team did not include a fixed building square footage in the packet and provided a conceptual approach that reserves adaptable space for training and other flexible uses.
Staff and the applicant discussed parking and use definitions: the PD includes a parking standard that treats the café as an ancillary use to the training program; the packet described a 1 space per 500 square feet standard for the building’s combined uses. The applicant said the site will serve both training and café functions and some space is being held flexible for other training or non-restaurant uses.
The commission closed the public hearing and approved forwarding item 240110Z to the City Council with a 7-0 vote; the staff report and motion indicate council consideration was scheduled for April 15, 2025.
The record does not include a final building square footage; the applicant and staff said more detailed site plans and a conceptual elevation were being provided to the council for review. The PD will allow the nonprofit trade-school use on the site and govern how the café is treated for parking and use-permit purposes.
