- Code amendment transferring poultry permitting (Item G-4): Council adopted an ordinance amending Chapter 6 (Animals and Fowl), transferring responsibility for issuing poultry permits from the Department of Planning to the Department of Parks and Recreation, which oversees the animal welfare division. - Appropriation for police training (Item H-1): Council appropriated $100,000 from the Criminal Justice Training Academy fund to support Newport News Police Department travel and training costs.
