County awards contract to update multi-jurisdictional hazard mitigation plan; NAU and Sedona to be added

The Coconino County Board of Supervisors on April 8 approved a contract with Emergency Management Partners LLC to develop the county's next multi-jurisdictional hazard mitigation plan, with a contract amount not to exceed $100,000 funded by the Building Resilient Infrastructure and Communities (BRIC) 2023 grant.
Why it matters: FEMA requires counties to update hazard mitigation plans every five years to remain eligible for certain mitigation funding. The county update will incorporate municipal partners and two additional jurisdictions not always included in the countywide plan: Northern Arizona University and the City of Sedona.
What the project will do Emergency Management staff told the board the plan update process typically requires about 16 months. Staff said the update will assess hazards by established indices and work with municipal and community partners to create mitigation strategies for priority hazards. The consultant, Emergency Management Partners, has worked with county emergency management on prior planning and operations documents and will lead community engagement with jurisdictions and stakeholders across the county.
Board comment and action Supervisor Lena Fowler, who pulled the item for a brief discussion, thanked emergency management staff and described recent work with the City of Page on their emergency operations plan. The board approved the contract on a voice vote; staff said the completed plan will be returned to the board when finished.
Next steps Emergency Management will begin jurisdictional outreach and stakeholder engagement and return the final updated plan to the board upon completion for FEMA submission.
