Assembly sets aside $100,000 from CPV fund for Crescent Harbor plaza and shelter reroofing, retains remainder for larger projects

Acting municipal administrator Vincent told the Sitka City and Borough Assembly that the projected balance in the commercial passenger vessel (CPV) excise tax fund is $2,794,834.90 and asked the Assembly for direction consistent with Sitka General Code section 4.55.030.
After discussion about candidate uses for the fund—including Crescent Harbor improvements, Crescent Park picnic-shelter reroofing, Centennial Hall maintenance and seawalk projects—the Assembly moved to direct the municipal administrator to pursue two specific short-term projects and retain the remaining funds for future large-scale projects or unanticipated needs.
The motion instructed the administrator to pursue the Crescent Harbor restroom exterior plaza project and reroofing of Crescent Park picnic shelters with an estimated combined project value of $100,000 and to retain the remainder of the CPV fund balance for future or unanticipated projects. The motion was moved and seconded; the Assembly voted 5-0 to approve it.
Vincent introduced the CPV balance and the legal reference that frames how the funds can be used. Several Assembly members proposed that CPV funds be reserved for larger capital needs while allowing a modest allocation for the Crescent Harbor improvements. One member detailed how Crescent Harbor’s prefab restroom is being replaced and suggested improving exterior access and seating so the building reads more clearly as a restroom facility and provides accessible circulation.
Public comment touched on other possible uses for CPV funds, including a suggestion that funds could assist a harbor haul-out project serving the fishing fleet. Vincent and other staff members indicated that staff would return with specifics and any required supplemental appropriations if funding shifts are necessary.
Action: Motion to allocate $100,000 of CPV funds to Crescent Harbor exterior plaza and Crescent Park picnic-shelter reroofing and retain the remaining fund balance for future large-scale projects passed 5-0.
The Assembly asked staff to return with project details, cost estimates and any necessary supplemental appropriation paperwork as projects are developed.
