Louisburg approves water and wastewater plans and seeks grant funding for pump-station and sludge projects

Louisburg — The Louisburg Town Council on April 8 adopted an updated water and wastewater asset-management plan and a 10-year capital-improvement plan, and approved a resolution to seek funding for two utility projects: a Green Hill pump station upgrade and a water-treatment-plant sludge-disposal system.
Town staffer Mr. Medlin told the council the asset-management plan is a state-required document needed to apply for funding; he clarified the application deadline is May 7. "This particular resolution is adopting the updated asset management plan, which is a required state plan that we must have in order to seek funding," Medlin said.
During discussion the council approved a separate resolution to apply for grant or loan funds for the Green Hill pump station, which staff estimated at about $3,500,000, and for a sludge disposal system at the water treatment plant estimated at about $5,000,000. Medlin said the sludge system would allow the town to transport sludge off-site from the water plant rather than routing it through the sewer plant, freeing sewer-plant capacity for growth.
Medlin said the town is applying for a mix of grant and potential loan funds; loan portions would come from enterprise (water/sewer) funds while grant awards are expected to be announced in the fall if awarded. "We're just applying for the funding, but this is part of the steps," he said. He clarified the town will not yet spend loan funds absent later approvals.
Why it matters: Adopting the asset-management plan and the CIP makes Louisburg eligible to pursue state funding programs for capital projects. The Green Hill and sludge projects are intended to preserve sewer-plant capacity and address operational needs at the water-treatment plant.
