IT reports network, data‑privacy and cyber upgrades tied to City Hall move

Orem's IT team briefed the council on infrastructure and cybersecurity work completed as part of the city's move into the new City Hall and on planned next steps.
IT staff said the move enabled substantial replacements and modernization: upgraded access controllers and Wi‑Fi access points, clustered firewalls to remove single points of failure, new core network architecture and new storage and virtualization hardware in preparation for server upgrades. Staff also described a full replication of systems to an off‑site data center used for backup operations and said they had tested failover operations.
On security, staff described rollout plans for SentinelOne endpoint protection, a state-provided patch-management service under beta test, monthly security training (phishing tests), and a citywide security governance, risk and compliance (GRC) framework. Staff said phishing-test click rates have dropped from roughly 50% to below 10% after training and tool deployment.
Staff also said they are building a formal data‑privacy program in response to state requirements, are documenting data flows and third‑party cybersecurity and privacy assessments for vendors, and are drafting a policy for unidentified network devices to strengthen technical controls. IT leaders said they were not seeking new operating budget funding this year but requested council awareness and support for technical investments planned in coming years, including backup-system replacement and mobile-device management.
Council members thanked staff and said the work reduces risk; staff invited members to tour the new data center and workspaces.
