The Hayden City Council on April 8 approved a set of motions that included routine contract signings, a land-purchase engagement, a planned-unit-development approval and authorization for a public auction of a city-owned parcel.
The council voted unanimously on a motion to amend the published agenda to add a Panhandle Health District informational item about the Spokane Valley–Rathdrum Prairie Aquifer and to place it after visitor comments.
Consent calendar: Council approved a consent calendar that included the 2025 Hayden Park Field Use Agreement with First and Third LLC Baseball Academy; the 2025 Hayden Summer Concert Series agreement with Michael Cope; the 2025 Hayden Days entertainment agreement with Kelly Hughes; Change Order No. 05C for the Ramsey Grama Sewer and Water Main Extension project; Change Order No. 1 for the H6 Lift Station and Force Main project; ratification of March payroll; and approval of bills for payment.
PZ240129 (Hayden Sky PUD): Council approved Planning & Zoning case PZ240129 (Hayden Sky planned-unit development) and added language to condition 15(f)(4) to require that “any extraordinary impacts, if any, [be addressed] as required by the city.” The motion adopted the Planning & Zoning conditions of approval and found the proposal met the standards in Hayden City Code; council recorded a roll-call approval vote.
Chip seal contract: Council authorized the mayor to sign the notice of award for the 2025 chip-seal project with Poe Asphalt & Paving for $572,790.10.
Land purchase engagement: Council authorized staff to engage with the Kootenai County Board of County Commissioners to pursue an offer to purchase approximately 4.13 acres adjacent to the city’s Public Works facility; the authorization directs staff to negotiate and report back to council — it does not commit the city to purchase.
Disposition of Dakota property: Council declared approximately 4.855 acres of city-owned land off Dakota Street to be disposed of by public auction, set a minimum (appraised) price of $1,480,000, and authorized staff to publish the required notice and schedule a public hearing on the disposition.
Votes and tallies: The formal actions recorded during the meeting passed on roll-call votes. The motions as presented in the agenda were carried by the full council quorum present (recorded as unanimous approvals in the minutes and roll-call reports provided during the meeting).
Context: Several council members discussed infrastructure and budgeting matters alongside the votes, including street maintenance needs, how the city prioritizes pavement work and the public-works facility site plan. The Dakota parcel sale and the possible county land purchase were discussed together: staff said the proposed purchases and sales are intended to secure long-term space for Public Works operations and to use one-time proceeds to fund capital needs rather than increasing ongoing taxes.
Ending: Council directed staff to proceed with the tasks authorized by these votes and to return with any required additional approvals, appraisals or public-hearing materials before the city signs any purchase agreement or finalizes property sales.
