Moab council adopts Grand County Emergency Operations Plan to align with FEMA and NIMS requirements

The City Council unanimously adopted the Grand County Emergency Operations Plan (EOP) on April 8 after a presentation by Chief Bell, who briefed the council on the plan’s purpose and structure.
Chief Bell said the EOP follows the National Incident Management System (NIMS) and establishes common processes, protocols and an incident‑command framework for responding to natural hazards, technological incidents and human‑caused threats across Grand County jurisdictions. He told the council the county plan is intended to integrate local agencies, nonprofits and the private sector and is a prerequisite for some FEMA funding and reimbursement after disasters.
Councilmembers asked how command would be established during a local incident occurring inside Moab. Chief Bell explained that the jurisdiction where an incident occurs typically exercises functional command — the highest‑ranking incident commander in that jurisdiction would lead the response — and that adopting the county EOP would also cover the city for FEMA and state coordination. Mayor Joette Langanese and councilmembers emphasized the city’s role in declaring a state of emergency, with the mayor responsible for proclamations that enable state‑level engagement.
The council voted 5‑0 to approve and adopt the county EOP. Staff said the city will continue to develop a city‑specific emergency plan that would align with the county base plan and that the police and fire departments routinely use incident‑command structures in smaller incidents.
