Hurst approves $75,820 cap for LED upgrades at Community Park ball fields

Hurst City Council authorized the city manager to proceed with phase 2 of the Community Park ball field lighting replacement, approving a contract with Facility Solutions Group for LED fixtures and installation with a not-to-exceed amount of $75,820.

City parks staff described phase 2 as work on field 4 (one of four ball fields) that will replace about 50 fixtures mounted on roughly six poles. Staff said many existing fixtures are no longer manufactured and that LED drivers—not the LED arrays themselves—often fail; the new fixtures are adaptable to existing poles and allow easier driver access for future repairs.

"We plan to partner with Facility Solutions Group. They're the electrical group that did phase 1. We had very good results with them," Kyle, parks staff, said. Staff provided a supplier quote of $72,210 for 50 fixtures, said the city had budgeted $70,000, and built a 5 percent contingency of $3,610 bringing the project total in the presentation to $75,008.20. Council approved proceeding with funding adjustments to be covered from the Community Services contingency fund and other budgeted sources.

Staff said the city expects to pursue an Encore rebate estimated at $9,800; the actual rebate depends on how many fixtures are working when the rebate is applied. Staff also said they plan to order immediately to avoid anticipated price increases and hope to receive materials in June and finish installation before the Fourth of July events, if supply and scheduling allow.

Council moved to authorize the contract and the motion carried. Several councilmembers commended parks staff for a phased, cost-conscious approach that reuses serviceable fixtures from earlier phases to repair other fields in future work.

The contract award is to Facility Solutions Group with an authorization cap of $75,820; staff will return with any changes if supply costs increase beyond the current authorization.
