Euless council approves contracts, permits and site plans including bid award for Texas Star golf-course work

At its April 2025 meeting, the Euless City Council approved a series of consent and regular-agenda items, including a construction contract award, interlocal roadway work, a temporary permit for the Arbor Days festival, a specific use permit for a place of worship and multiple site plans.

Consent agenda highlights - Bid award (Bid No. 009-25): Council authorized the city manager to execute a construction contract for course improvements at Texas Star Golf Course with Fleetwood Services LLC. The agenda packet listed a contract amount of $385,228.75 and an owner-controlled contingency not to exceed $96,300. Council later approved a motion authorizing an owner-controlled contingency so that the total authorized amount would not exceed $685,000. - Interlocal agreement: Council approved an interlocal agreement with the City of Bedford for certain roadway improvements on West Pipeline Road. - Minutes: Council approved the March 25, 2025 regular meeting minutes.

Regular-agenda approvals - Temporary use permit (Case 2502CC): The council approved a temporary use permit for the 2025 Arbor Days event in Glade Parks. Staff said setup would begin on the Friday before the event, the event would run on Saturday from 10 a.m. to 9 p.m., and takedown would conclude by Sunday morning. Staff recommended approval and multiple city representatives were in attendance. - Specific use permit / place of worship (Case 2501 / Ordinance No. 2423): The council approved a specific use permit to allow the Grapevine Tabernacle of the Church of God and Saints of Christ to lease a roughly 400-square-foot suite at 901 Clinic Drive for Sabbath worship. Reverend Larry Shelton Jr., the applicant, told the council his congregation numbers about 12 people; staff said that would require three parking spaces and that more than 109 parking spaces exist on the site. The Planning & Zoning Commission had recommended approval with conditions tying the permit to the business name and owner and allowing revocation for violations. - Retail site plan (Case 2413SP): Council approved a site plan for a new 5,900-square-foot single-story retail building with six leasable units at 2730 West Euless Boulevard. The project proposes 30 parking spaces, a required 5-foot landscape buffer and a masonry screening wall along the north property boundary. - Appointment: Council appointed Harold George to the Historical Preservation Board.

How the council voted Most items passed unanimously after motions and seconding by members on the dais. For example, Councilmember Kim Stinneford moved approval of a portion of the consent agenda (items 4 and 5), seconded by Councilmember Tompkins; later, Councilmember Stinneford moved approval of the golf-course contract with a revised contingency authorization, seconded by Councilmember Bynum. Motions on the other items were made and seconded by council members on the record and the items passed.

What the votes mean The council’s actions advance several near-term projects: golf-course improvements under contract, joint roadway work with the neighboring city of Bedford, permission to hold the Arbor Days festival in Glade Parks, land-use approvals allowing a small leased worship space and a new retail building, and a new appointee to the historic-preservation board.
