Council approves interlocal with Euless for Pipeline Road sidewalks, retaining wall work

The Bedford City Council on April 8 approved an interlocal agreement with the City of Euless related to construction work along Pipeline Road, covering sidewalk connections and related pedestrian improvements on Bedford’s side of the corridor.
Public Works Director Joe Schweitzer told council the roadway itself lies within Euless jurisdiction and that the interlocal covers items on Bedford property such as sidewalk tie-ins, pedestrian ramps, a TxDOT cable barrier, a concrete median strip and a modular block retaining wall. Schweitzer said the project’s total budget is about $6.7 million and that Bedford’s portion for the work described on the north side amounts to roughly $98,070 for sidewalk and related work.
Schweitzer said much of the work on Bedford’s side has been constructed as Euless crews progressed and that the agreement formalizes the city’s responsibility for certain items and a limited “clean up” of connections where grading and drainage required adjustments to existing sidewalks. He also confirmed Bedford will accept responsibility for maintenance and repairs of the modular block retaining wall on the Bedford side, which he said is valued at about $130,000.
Councilmembers asked whether the work represented new construction or mainly connecting and repairing existing sections; Schweitzer replied the improvements are largely connections and adjustments to accommodate regrading for drainage. The council quickly moved to approve the interlocal. Councilor Donovan made the motion; Mayor Pro Tem Gagliardi seconded. The measure passed unanimously.
The agreement clarifies that Euless retains jurisdiction over the roadway while Bedford will own and maintain the pedestrian facilities and retaining wall on its side. Staff said no additional separate capital projects are currently planned for Pipeline Road beyond the work covered by the interlocal.
