Bay City issues proclamations for sexual-assault and child-abuse awareness and National Library Week; finance office wins GFOA award

At the meeting the council issued two proclamations and recognized staff awards.
Mayor Robert K. Nelson read a proclamation designating April 2025 as Sexual-Assault and Child Abuse Awareness Month, outlining awareness events the city and local crisis center will promote, including Start by Believing Day on April 2 and Denim Day on April 23. Nelson signed the proclamation and invited a photo opportunity.
The council also proclaimed National Library Week for April 2025 and noted the library's award-winning work. City staff highlighted that the library is an "ongoing award winning library" and encouraged residents to visit local library programs.
Finance staff announced the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award for the fiscal year 2025. Jennifer Leverett, finance manager, said the city has earned the award every year since 2016 and that the budget document submitted for review is roughly 300 pages. She also noted Bay City has been a "triple crown" winner since 2019—budget, audit and popular annual financial report awards—and that the state comptroller recognized the city with transparency program stars.
The council recognized staff and invited photos; no formal vote was required for proclamations and awards.
