The change, presented by Stephanie Scott Sims, Director of Development Services, narrows and clarifies how the city will treat several categories of smoking‑related retail and hospitality uses and adds a permitting requirement for new locations. “CBD shops are those that have more than 50% of its sales derived from the retail sale of CBD products,” Scott Sims said during the discussion. She also described the cigar‑shop threshold: “In order to be considered a cigar shop … this establishment would have to have more than 90% of its sales derived from the retail sale of cigar products.”
