Bay City OKs YMCA to operate Hilliard Pool for summer, city expects salary savings

Bay City City Council voted to approve a contract with the YMCA of the Golden Crescent to operate the Hilliard Pool for the summer season from May 1 through Sept. 30, 2025.
Kelly Fenwick, speaking as a city staff member, told the council the arrangement would allow city staff to focus on other summer programs and would save on salary expenses. "This will allow staff to focus a little bit more on summer doing some more programs," Fenwick said. The council considered and approved the contract with no recorded opposition.
Fenwick said the city will continue to pay for maintenance, chemicals and any equipment repairs at Hilliard Pool; the YMCA would supply lifeguards and direct pool programming. Fenwick said the city's overall budget for the facility is about $250,000 and estimated about $150,000 of that is in salaries; the contract includes an $8,500 expenditure from the city for the YMCA for the summer season. Fenwick said the arrangement should be "a big savings moving the management over to the YMCA." She also said the YMCA currently manages the Sixteenth Street pool and that staff will coordinate fee schedules and operational details with the YMCA.
Councilmembers asked whether the YMCA intended year-round management; Fenwick said the current agreement covers only the summer months and that longer-term arrangements would require additional discussion with the YMCA.
The council approved the motion to authorize the city manager to execute the contract. The motion carried with members voting in favor with no recorded opposition.
