Mike Garber, representing the Buffalo Bayou Partnership, described equipment used to collect floating trash and urged council members to contact state legislators in support of House Bill 2048 and Senate Bill 782 — bills he said would create a container-deposit program (a “bottle bill”). Garber said deposit-return programs dramatically increase recycling rates and reduce roadside litter and that Texas is an outlier among states that lack such a system.
Councilmembers thanked Garber for long-term cleanup work and said they would consider outreach to state representatives and senators to support the bills; several council members offered to include the ask in their constituent communications and newsletters. No formal city action or resolution was taken at the meeting.
