Commissioners authorize bids for roofs, animal care and courtroom renovations in facilities capital update

Bexar County Commissioners Court on April 8 reviewed design progress for several facilities capital program projects and authorized the county to advertise invitations for bids on three projects: (A) roof replacement at the adult detention annex; (B) a new animal care services building in Cagnon with 96 kennels (value-engineered to reduce cost); and (C) Tejeda courtroom renovation that will move a courtroom from the detention complex to the Courts Building.
Facilities Director Dan Curry said the ADC annex roof replacement addresses decades‑old rooftop units and localized leaks on a 50‑year‑old building and will be advertised with an estimated project budget (detailed scope to bidders). The county will consult the risk management/insurance office to determine whether portions of the cost are recoverable from hail or storm claims prior to final contracting.
On the animal care facility, Curry described a redesigned, larger 96‑kennel facility for Cagnon previously scoped at roughly $10.8 million but reduced through value‑engineering steps such as simplified kennel runs and reduced CMU walls; county staff and Animal Care leaders said the project is paired with operational partnerships with shelters and fosters to increase live outcomes and reduce per‑animal cost. Commissioners directed continued outreach to municipal partners and community groups to explore operational partnerships and potential cost‑share.
Commissioners also approved advertising for bids to convert an existing courtroom in the detention complex into a permanent courtroom at the Courts Building (Tejeda), with current cost estimates in the multi‑million‑dollar range and a construction timeline estimated at roughly 18 months after bidding. Curry said the county will consider future reuse of the vacated detention courtroom space once the judicial move is complete. The Vista Verde elevator generator replacement was deferred for a later quarter.
The court approved the advertising motions separately for each item.
