Echo Point site plan review paused; commission seeks water/well documentation

Planning commissioners tabled the Echo Point site plan (Scott Jensen/ECO) after staff and commissioners identified multiple checklist items that were incomplete or missing.

Commissioners said the applicant’s packet lacked clear data about well locations, verification of water rights or shares tied to the property, and a grading plan showing existing contours and elevations. The fire marshal had reviewed the project and was reportedly comfortable proceeding provided hydrant access and the noncombustible greenhouse use; however commissioners still wanted the hydrant distance shown and clarity on whether additional hydrants or access should be required.

Commission discussion also requested proof of water shares or well tie information and any prior arsenic testing that may exist for nearby springs or wells. Staff noted parts of the submittal arrived late and that some required materials were still in revision; commissioners expressed frustration that key contacts (Darwin, the applicant or engineer) were not present to answer questions.

Given the outstanding items — verification of water shares and well location, potential arsenic reports, grading/elevations and a completed checklist — the commission tabled the application so applicants can provide the missing documentation. Commissioners discussed whether to deny the application outright but ultimately opted to table it for corrections and resubmittal.

Ending: The Echo Point application is tabled pending submission of water-rights documentation, confirmation of well locations, grading/elevations and any available arsenic testing; staff will ask the applicant to return when those items are complete.
