The mayor and Board of Commissioners of Rising Sun introduced an annexation resolution April 8, 2025 to begin the formal process to annex 523 Mount Street into the town’s corporate limits.
Town Administrator Calvin A. Bonneville Jr. read the annexation resolution into the minutes. The resolution identifies the property as the site of an abandoned gas station at the corner of Mount Street and U.S. Route 1 and says the annexation plat was prepared by Rockland Survey dated 04/07/2025. The resolution states the property owner consented to the annexation and that the annexation agreement dated 04/08/2025 will be recorded in the land records of Cecil County.
Calvin A. Bonneville Jr. clarified that the action taken at the meeting was introduction of the resolution — starting the statutory review process — and not adoption of the annexation. The resolution text says it will take effect 46 days following passage and must proceed through required state and county review steps.
The resolution also states that the town’s zoning map will be amended to designate the parcel as Rural Business zoning if the annexation is completed. The transcript records the administrator showing the board a depiction of the subject property and specifying the location at the intersection of Mount Street and Route 1.
Because the transcript records only the introduction of the resolution and not a board adoption vote, the annexation remains in the preliminary stage pending the 90-day review and required filings with county and state authorities.
