Representative Tom Walsh returned to the Senate Transportation Committee to present House Bill 4 52, a measure that would change eligibility for New Hampshire driver's licenses for certain noncitizens. Walsh said the bill closes what he described as a "loophole" by which some people in immigration proceedings receive temporary federal work authorization and then obtain New Hampshire licenses before immigration adjudication is complete. "If you have not yet proven that you are here legally, why are we giving you the privilege to drive just based on the fact that you are here with lawful presence awaiting that court date?"
