Sandpoint plans parking‑lot reconfiguration, new parking management and wayfinding; arts commission invited to propose displays

City staff briefed the Sandpoint Arts, Culture & Preservation Commission on a planned repaving and reconfiguration of a downtown public parking lot, and asked the commission to consider wayfinding and public‑art interventions for the redesigned space.
Justin (council liaison) described the project as a bid process the council will accept soon and said the reconfiguration will improve snow removal, preserve six large trees and improve stormwater. The project will move the primary parking access to Third Avenue to reduce pedestrian conflicts and provide two more logical entry points into the lot.
Staff said a city parking‑management policy — likely to come before City Council in June — would establish a frictionless parking system with pass options and resident discounts and could be implemented next summer. "One of the things we'd love your assistance with is a wayfinding element," Justin told commissioners, noting current free parking signage is inconsistent and worn.
Commissioners discussed potential art site opportunities at both the northwest and southeast corners of the lot, surface painting and kiosks for events listings or calendars, and coordinating a public kiosk or wrapped design for digital signage. Staff asked the arts commission to identify wayfinding examples and proposals that could be incorporated into the city’s planned signage program.
No formal approvals were made by the commission; staff will share draft signs and parking‑management materials for the commission’s review.
