Senate panel advances SB 556 to fund floodplain restoration and habitat projects in San Joaquin Valley

Robert Jeff, representing the Santa Rosa Rancheria Tachi‑Yokut Tribe, framed restoration as cultural revitalization, saying floodplains historically provided critical ecosystem functions and his tribe supports projects that slow and spread floodwaters, recharge aquifers and restore habitat. Mayor Larry (last name given as speaker) of McFarland described chronic flooding from Pozo Creek and requested $20 million targeted toward Pozo Creek mitigation and regional projects to address a decades‑old risk to homes, schools and public health.
Bill Eisenstein of River Partners, a restoration nonprofit, testified on project experience and co‑benefits including jobs, carbon sequestration and water quality benefits. The committee recommended SB 556 as a due‑pass referral to Appropriations; Senator Stern moved the file on the record.
