Commissioners legalize two parcels in Sedalia via exemption amendment

Douglas County commissioners unanimously approved an exemption amendment on April 8 to legalize two parcels created by deed in February 2007 on an 18.31-acre property near Sedalia.
Eric Pavlinac, principal planner for Planning Services, said the amendment (project EX2025-001) seeks to legalize a split of Parcel A into Parcel A1 and Parcel A2. Pavlinac explained the parcels were established by deed rather than through the county's subdivision process and that the exemption procedure provides a review path for divisions the board determines fall outside the subdivision process. He told the board staff had verified each lot has legal and physical access and could obtain well and septic permits.
Kevin Archer of Dave Archer and Associates, representing the property owners Lonnie Clifford and Doug Paulson, told the board the split was largely a legal cleanup reflecting transfers over decades and that the owners agreed to the proposed conditions. Archer provided background on the Hyer family ownership and subsequent deeds that led to the current parcel configuration.
A commissioner moved to approve the Hyer Exemption First Amendment, exemption project file EX2025-001, with the two conditions presented in staff's report; another commissioner seconded. The motion carried unanimously.
Staff recommended technical corrections to the exhibits prior to recordation and noted the approval is conditioned on the applicant fulfilling commitments made during the public meeting and in the record.
