City staff responded that enforcement personnel can revisit the site, sort through refuse to try to identify an address that would allow follow-up enforcement, and that staff would discuss options including mounting solar cameras at the location. Staff said a large fence has been installed previously but dumping has continued.
Commissioners and staff described the issue as long-standing and said they would examine enforcement and monitoring options. No formal vote or funding decision was made at the meeting; staff took the request as a direction to investigate and report back.
