The Ventura County Air Pollution Control Board approved funding for 28 agricultural equipment replacement projects under the Carl Moyer Memorial Air Quality Standards Attainment Program, committing $2,348,022 in grant awards and directing the air pollution control officer to sign the grant agreements.
Tyler Harris, division manager for the district, reported staff received 116 applications during the 2024 incentive cycle; 94 were for agricultural equipment replacement. The board approved 28 qualified projects with a total project cost of $3,594,471 including applicant cost-share. Staff said the district will use Carl Moyer grant funds, district matching funds and other state reserve/infrastructure funds where applicable to support the awards.
Harris noted this is the 26th year the district has administered the Carl Moyer program and reported the prior fiscal year grant awards and district match figures. Staff said 11 of the 28 approved agricultural projects are located in state-designated low-income communities. The board also heard positive remarks from a board member praising the district’s public communication about incentive awards and recommending more visual outreach and quantified emissions reductions in communications.
The board moved, seconded and unanimously approved the recommendations, and directed staff to prepare and sign grant agreements and make necessary budgetary transfers through the auditor-controller.
