Road and bridge update: chip-seal contract awarded; commissioners press for bridge decisions tied to grant deadline

Rio Blanco County Road & Bridge staff reported routine maintenance and preparations for the summer construction season and notified the Board of County Commissioners that chip-seal operations were underway in Rangeley and moving countywide. The board approved a contract with Oldcastle Southwest Group Inc. (dba United Companies) for $892,869.05 for 2025 chip sealing on County Roads 72, 8 and 4.

During the meeting, staff noted multiple smaller repairs, culvert replacements and the removal of winter gears, plus work on bridge safety and striping. Commissioners pressed staff and applicants for an expedited decision on a proposed bridge project for which the county has a roughly $1 million grant; that grant requires construction to be completed by late 2026. County staff said some bridge projects identified as "poor" in inspections must be prioritized; the board debated whether to use the grant on the bridge in question or reassign the funds to other urgent bridges if the applicant cannot commit to timelines.

Staff also briefed commissioners on two county bridges in poor condition and recommended either a repair or replacement approach depending on engineering and cost. A box culvert replacement was discussed as a lower-cost, long-lasting alternative for 1 damaged crossing; commissioners directed staff to gather costs and to use LACTF (Local Bridge/Grant) funds if appropriate. Commissioner discussion emphasized minimizing long-term traffic disruptions, protecting county roads and ensuring compliance with the grant deadline.
