Votes at a glance: Council approves annexation, multiple zoning actions, contracts and ordinances

The Midland City Council voted on a slate of ordinances, resolutions and contracts at its April 8 meeting. Below are the actions taken and brief context for each item. - Consent agenda: Remaining consent items were approved (consent vote carried unanimously). Specific consent items 9, 10 and 13 were pulled for discussion and taken separately.

- Item 9 — Paul Davis Wellfield (change orders): Council authorized change orders Nos. 4 and 5 with Hydro Resources, Mid-Continent Inc. for $210,847.50 to increase motor/pump sizing and accommodate unforeseen field conditions; approved unanimously. (See separate article for details.)

- Item 10 — Hogan Golf Course cart barn: Council approved a contract with Nuvo Technology Services LP via the interlocal purchasing system for construction and installation of a cart barn at Hogan Golf Course for $1,320,000 plus $66,000 in related project costs; staff said the new 120-by-80-foot metal, insulated building will include restrooms and a concrete floor and that work will begin in the next couple of months with an estimated completion in September; motion carried unanimously.

- Item 13 — Amendment to FBO lease at airport: Council approved a resolution authorizing an amendment to the nonexclusive commercial fixed-based operator lease agreement between the city and Basin Aviation Inc.; discussion clarified that Basin may build large box hangars instead of multiple T-hangars and that they have three years from the amendment date to start hangar construction after the city provides infrastructure notice; motion carried unanimously.

- Items 15–17 — Zoning and business regulations (second readings): The council held second-reading votes and adopted ordinances amending the zoning map for a specific use for alcoholic beverage sales at a restaurant (Item 15), adopted a fee schedule effective April 9, 2025 (Item 16), and added Chapter 13 to Title 5 for massage establishments with licensing and standards (Item 17); all passed unanimously.

- Item 18 — Annexation (15.6-acre tract): Council annexed a 15.6-acre tract on the west side of FM 715 (Midland County property intended for a new sheriff's office), with staff noting the annexation was voluntary and contiguous; council approved the annexation unanimously. Staff explained water service will require infrastructure work the county will carry to serve the site.

- Item 19 — Initial zoning: The council adopted an initial zoning of RR (Regional Retail) for the 15.6-acre tract associated with the annexation; motion carried unanimously.

- Item 20 — Vacation travel trailer park SUD: Council approved a specific-use designation without term to allow a vacation travel trailer park (Blue Mountain LLC) on a 16.66-acre tract; item drew sustained public comment about security and utilities; motion carried unanimously. - Item 21 — Motor vehicle sales and service SUD: Council approved a specific use designation for automobile/motor vehicle sales and service for a property on West Wall Street, subject to the attached site plan; motion carried unanimously.

- Item 22 — Alcohol sales (Rudy's Barbecue): Council approved a specific-use designation with term to allow on-premise sale of all alcoholic beverages at a Rudy's Barbecue location off Loop 250 North, subject to conditions and days/hours of operation; motion carried unanimously.
