Pflugerville outlines major parks projects: multigenerational rec center, 1849 Park phases and Old Town master plan

Pflugerville’s parks staff presented multiple active and planned parks projects to the Capital Improvement Advisory Committee, highlighting a multigenerational recreation center (referred to in the presentation as the Monarch/rec center), progress at 1849 Park phases, neighborhood park expansions, and a master plan for Old Town Park.
The centerpiece described was a 40,000‑plus square‑foot multigenerational recreation center that staff said will include multiple indoor courts (four high‑school courts configured as eight middle‑school courts), more than a dozen pickleball courts, a fitness/cardio area, an indoor aquatics facility oriented to recreational use, an indoor turf area with a ramp to the second‑floor fitness area, an adventure track and a 300‑person event space with classrooms. Jeff (parks staff) said the facility will provide meeting and program space for classes, camps and community events.
Other parks highlights
- 1849 Park: Staff said Phase 2 is about 36% complete and includes parking, two baseball fields, one softball field, an event lawn, playground, concessions and trail extensions. Staff said the goal is to open the baseball/softball elements in time for spring 2026 baseball and softball seasons. Phase 1B is about 11% complete and will add several hundred parking spaces, lighting for football fields, and stormwater detention work.
- Piccadilly Park: Design is about 90% complete and initially included new trails, play elements and a pollinator meadow. Staff said the project is currently on hold to coordinate drainage improvements with utility teams so that park improvements are not later removed to address flooding concerns.
- Kelly Lane Park: Design progress was reported and staff expected to advertise for bid later in the month. The project will include a playground, pollinator garden, trails, additional parking and the city’s first outdoor pickleball courts.
- Old Town Park master plan: Staff said master planning is near complete and that the plan — which reflects public engagement and input from Planning & Zoning and Parks & Recreation commissions — will go to city council in a work session this month, with a potential council approval in May following commission reviews.
Inclusive play and destination space
Staff discussed a planned “destination play space” intended to draw visitors regionally; design work was identified to begin in 2025 and location was to be determined. Staff said they intend to incorporate Play For All Abilities elements and inclusive features in Old Town Park and in the destination play design.

Committee members praised improvements to neighborhood parks and meeting space capacity, noted the shortage of off‑peak meeting space for nonprofits and community groups, and asked about accessibility and play‑for‑all‑abilities features; staff said accessibility has been considered across neighborhood parks and will be part of destination play and Old Town Park designs.
