The Gilroy City Council unanimously approved an April 14 contract award of $189,652.26 to Dewberry Engineers to complete design, permitting and environmental documentation for the Lions Creek Trail missing‑link between Kern Avenue and the Tapestry extension near Christopher High School.
Staff said the project reinitiates a design that reached roughly 65% prior to being paused for funding reasons. The city received federal and California Recreation Trails Program grant funding that staff said now make it possible to complete design and proceed to construction. The contract scope includes final design to bid‑ready package, an at‑grade pedestrian crossing at Santa Teresa/Day Road East, permitting (including Valley Water), and updated environmental documentation.
Dewberry (the successor to the earlier consultant) was proposed under a sole‑source justification because it prepared prior design work. Staff confirmed Caltrans and other grant sources have authorized the procurement method. The council asked whether construction funding was in place; staff said federal grant awards and the project budget support construction and estimated design completion in early 2026 and construction award and work by 2026–2027, subject to schedule and permitting.
Council voted 7–0 to award the contract and authorized the city administrator to execute the agreement.
