Council members Smith, the mayor pro tem and the mayor voted in favor of Ryan; Council members Chung and Davies voted against Ryan and instead supported Barbara Minor when her nomination was considered. The final vote tally recorded by the clerk was 3 in favor of Ryan and 2 in favor of Minor.
Ryan told the council she is a downtown Tehachapi resident who graduated from Tehachapi High School in 1994 and then returned after time away. Minor described her long public-service background and said she wants to bring her government and stakeholder experience to the commission.
Outcome: Ryan will be sworn in and is expected to begin serving at the next Planning Commission meeting.
