Panel passes bill to make migrant child-care program enrollment easier for farmworker families

The Senate Human Services Committee voted to pass SB 778 to the Appropriations Committee. Authored by Senator Lamone, the bill seeks to expand access to the Migrant Child Care and Development program by redefining "migrant agricultural worker family" to include families where at least one member earns 40% or more of total household income from agricultural work and by allowing self-certification and flexible documentation for income eligibility.
Doctor Siriaco Serpinedo, president and CEO of the Mexican American Opportunity Foundation, testified in support, saying the change would reduce documentation and language barriers that prevent farmworker families from enrolling. Industry groups representing tree-nut, berry, citrus and other commodity organizations also supported the bill.
No lead opposition witnesses spoke during the committee hearing. The bill was moved forward to Appropriations on a recorded vote.
