Assemblymember Tangipa presented AB 1431, a tax credit to incentivize medical professionals to practice in rural areas. The credit would provide up to $5,000 per year and apply for tax years beginning in 2025 through specified sunset dates in the bill.
Supporters included Children's Choice Dental Care, pediatric day-health centers, the California Medical Association, California Dental Hygienists Association, and other provider groups. Chris Grogan of Children's Choice described the challenge of staffing rural clinics and noted the organization operates 28 locations and performs hundreds of thousands of pediatric visits annually, many funded by Medi-Cal. Peter (last name in transcript: Kellison) from the Pediatric Day Health Care Coalition described the fragile fiscal status of centers serving medically complex children and said the credit could help retain qualified staff.
