Council approves Glenwood Riverfront annexation, withdraws territory from Glenwood Water District

Tom Sievers, senior planner, presented the second reading of the Glenwood Riverfront annexation, noting an update to remove the Willakenzie Rural Fire Protection District as a service provider and that the Glenwood Water District is the only affected utility district for the annexation parcels.
Councilor moved and seconded the ordinance adopting annexation for multiple tax lots listed by map and tax‑lot number; after a roll‑call vote the ordinance passed with six yes votes and zero nos. The annexation advances the city’s longer‑term master‑planning work for the Glenwood Riverfront area, which staff said will include mixed‑use development and follow additional public processes and planning steps.
City staff and councilors said the annexation is the product of years of work, including urban renewal efforts beginning in 2004 that helped assemble parcels and fund infrastructure planning.
