Motions to relieve the Committee on Ways and Means of certain Senate bills and reassign those bills to the Committee on Transportation were made on the floor by the member from Brattleboro. The House voice-voted to relieve the committee of Senate Bill 45 and later of Senate Bill 46 and committed both bills to the Committee on Transportation. During these exchanges the member misstated a bill number and corrected it on the floor; the transcript records the corrected actions as passing by voice vote.
Earlier in the session the clerk announced that the Committee on Ways and Means had voted out House Bill 454, “an act relating to transforming Vermont's education governance, quality, and finance systems.” The bill carries an appropriation and was referred to the Committee on Appropriations pursuant to House Rule 35(a), pending placement on the notice calendar.
The House also read three House concurrent resolutions that the House and Senate adopted pursuant to the consent calendar:
- HCR 53 honors Megan Humphrey for her leadership of Hands, a Chittenden County nonprofit serving older adults. The resolution notes that during the 2024 holiday season Hands distributed approximately 1,700 grocery gift cards to older adults struggling with food insecurity and that the organization provides gardening programs, healthy eating workshops and partnerships with food shelves.
- HCR 55 recognizes April 2025 as the Month of the Military Child. The resolution notes there are over 1,600,000 children of U.S. military personnel nationwide and that roughly 1,000 Vermont National Guard personnel may be deployed during the course of a year; the resolution designates April 15, 2025, as “Purple Up for Military Kids Day.”
- HCR 77 recognizes April 2025 as Fair Housing Month in Vermont. The resolution cites the federal Civil Rights Act of 1968, including Title VIII (the Fair Housing Act), and Vermont's 1987 Fair Housing Act, and notes recent increases in fair housing inquiries and complaints processed by the Vermont Human Rights Commission.
During remarks associated with the fair housing resolution, the member from Waterbury referenced the Department of Housing and Community Development's 2024 Fair Housing Analysis, summarizing key findings cited in that report: 30 percent of survey respondents said they experienced housing discrimination; 56 percent of those respondents identified a landlord or property manager as the source of discrimination; 36 percent said discrimination was based on disability; and 28 percent said it was based on receipt of public assistance.
Other floor actions and announcements included the appointment of the member from Newport City, Representative Paige, to the Vermont Veterans Memorial Cemetery Advisory Board and a motion to adjourn the House until Wednesday, April 9, 2025, at 1 p.m., which passed by voice vote.
