House proposes amendments, orders third reading for bill reorganizing health insurance statutes

The change is primarily technical: the House Health Care Committee recommended replacing the current text of chapter 107 with reorganized language, standardizing terminology and updating cross references so other statutes conform to the new numbering and phrasing. Representative Chino, speaking for the committee, said the committee added a small amendment to restore omitted language and to change the effective date so the revisions align with publication of the state’s statutory “green books.”
The committee report described the bill as removing the existing chapter text, installing new language across multiple pages and subchapters, and making conforming edits in other statutes. Representative Chino summarized the committee's work, saying the bill “updates and reorganizes the health insurance chapter … implements current drafting guidelines and standards.” He later argued the committee amendment allows dependent systems time to adapt, saying, “This is giving our systems dependent on this part of the law the time to heal and adjust to the changes.”
Committee staff reported that the House Health Care Committee heard one witness, the deputy chief counsel of the Office of Legislative Counsel, and approved the committee amendment on a straw poll vote of 11. The committee added back a missing quoted phrase that had been omitted in the renumbering process and changed the effective date from the bill's original 01/01/2026 to 09/01/2025 so the new numbering is in place when the green books are published.
The full House voted by voice to propose to the Senate to amend S.30 as recommended by the committee and then by voice to order the bill for third reading. The House record shows no substantive policy changes in the committee amendment; the changes described in the committee report are formatting, renumbering and cross-reference corrections.
The House will transmit the proposed amendments to the Senate. The committee report directs the Office of Legislative Council to update any remaining statutory references that use the prior numbering scheme when preparing statutes for publication.
