Moffat County commissioners approve road-equipment purchases and two ballfield contract amendments

Moffat County commissioners on Tuesday approved several Road & Bridge equipment purchases and two contract amendments to complete work on county ballfields.

The board voted to award a conveyor-belt purchase to Power Equipment Company for $147,704 and accepted a bid of $179,700 from Victory Motors of Craig for four pickups. The board also approved bids for herbicide and mosquito-control products from Snyder & Counts and ADAPTCO, and it approved contract amendments to finish two baseball fields with Garbutt Construction and Ivory Tip Fencing.

The decisions come during routine procurement and construction items presented by Road & Bridge and the county's Office of Development Services. Dan Miller of Road & Bridge said the conveyor being replaced had been in service 53 years and that the new stackable conveyor system will be more versatile and transportable. Miller recommended awarding the conveyor bid to Power Equipment Company at $147,704, which he said was $7,296 below the department’s budgeted $155,000. Commissioners approved the motion; the meeting record shows “Aye” and “Motion carries.”

Road & Bridge staff also reported on bids for four pickups and one passenger van. Victory Motors of Craig submitted a complete bid for the four pickups totaling $179,700; staff said the passenger-van specification will be revised because no vendor provided a compliant all-wheel-drive van. The board approved awarding the four pickups to Victory Motors. Commissioners noted the awards were below the department’s original budgeted total for vehicles.

The county’s weed-and-pest program presented competitive bids for herbicides and mosquito-control products. The board approved a herbicide award to Snyder & Counts for $33,341.75. For mosquito-control supplies, the board approved Snyder & Counts for Zennevex at $11,440.80 and ADAPTCO for a methoprene larvicide at $12,424.00; staff said portions of the awards help preserve local droplet-testing service by retaining the ADAPTCO representative’s visits.

Neil Binder, from the Office of Development Services, presented two contract amendments for ballfield completion. The first increases an existing agreement with Garbutt Construction by $92,340.63, bringing the total contract price to $168,348.45; the increase reflects higher costs and a decision to enlarge an infield to meet demand for an older youth age group. The second amendment raises the Ivory Tip Fencing contract by $80,961.15 to a total of $172,086.98 for the scope presented (a six-foot fence). Binder said a possible later increase for a higher back fence (to 10 or 12 feet) would add $10,821.25 (10-foot) or $13,527.55 (12-foot) if approved later.

Commissioner recusal and recorded abstentions: one commissioner announced a conflict of interest before the Garbutt and Ivory Tip votes and was recorded as abstaining. For both contract amendments the clerk recorded two ayes and one abstain; the motions carried. Other procurements and bid awards were approved by voice vote with “Aye” and the chair announcing the motion carried; the minutes do not list a detailed roll-call for every procurement vote.

The board noted vehicle and equipment awards were under budgeted amounts for the department and said the passenger-van specification will be reissued because no vendor bid a compliant all-wheel-drive option. Commissioners also recognized long-serving county employees during general discussion.
