At the April 7 Public Works Committee meeting staff reported a localized flooding event in the Forester Chase/Sweetland area caused by private backyard infrastructure failure. A homeowner told staff a buried pipe separated, creating a sinkhole; residents and staff discovered the resulting hole had been repeatedly filled with debris (boulders, brick pavers, cinder blocks and hardened concrete), which blocked the drainage pipe and reduced capacity during recent inclement weather. The blocked line caused ponding and roughly three feet of water on a roadway, making it impassable for vehicles until crews cleared debris and restored flow.
Public Works personnel said they did not previously know the private pipe existed because it was on private property and not in public records. Staff removed large obstructions from the pipe and cleared the roadway; they will coordinate with the homeowner to identify a more permanent repair and to prevent recurrence. Committee members thanked crews for the quick response and asked staff to follow up on remediation and any documentation the city should maintain about discovered private infrastructure that affects public drainage.
No formal action was taken at the meeting; staff will return with remediation plans or further updates as needed.
