VANDALIA, Ohio — The Vandalia City Council voted 7–0 April 7 to authorize the purchase and installation of a Mitel telephone system for $161,468.06 and to waive formal competitive bidding by buying under a Sourcewell cooperative contract.
City staff told council the city’s NEC phone system, in use more than 25 years, had reached end of manufacturer support, creating reliability challenges. The 2025 budget included $170,000 for a replacement. The selected proposal from 4 Runner Inc. (the city’s incumbent phone vendor) was the lowest cost meeting requirements, yielding a final project cost of $161,468.06 for equipment and installation and leaving $8,531.94 of the budget available for necessary network switch equipment.
IT manager Davey recommended council approve the purchase under the Sourcewell contract and authorize staff to purchase remaining network equipment from an appropriate vendor. Councilwoman Dugan moved to accept Resolution 25‑R‑19; Councilwoman Farce seconded. The roll call was 7–0 in favor.
Staff said the purchase covers equipment and installation; any remaining work to ready the network will be funded from the leftover budget amount. The contract will proceed under the cooperative purchasing terms cited in the staff memorandum.
