Council approves slate of ordinances on first reading; two mental-health MOUs pass with abstentions

Lima City Council passed a package of ordinances on first reading during the April 7 meeting, voting 8–0 on most measures and recording abstentions on two memoranda of understanding with the Mental Health and Recovery Services Board.
The items passed on first reading included:
- Ordinance 77-25: Authorizing a Community Reinvestment Area (CRA) tax-exemption agreement with Shawnee Lakes LLC for a project on Allentown Road. (Amendment added clarifying notice to Elida Local School District and Apollo Career Center.) — Passed on first reading, 8–0.
- Ordinance 81-25: Contract with Peterson Construction Company for emergency repairs at the water treatment plant filter gallery. — Passed on first reading, 8–0.
- Ordinance 82-25: Lease agreement with Quadient Leasing USA, Inc, and IMS of Dayton for a folder insert machine for the utilities department. — Passed on first reading, 8–0.
- Ordinance 83-25: Lease of a Konica Minolta (transcript: "Kanika Minolta") printer with Cherry ProTech Inc for the utilities department. — Passed on first reading, 8–0.
