The Lake Jackson City Council on April 7 approved an amendment to the city purchasing and procurement policy to reflect recent adjustments to federal procurement rules under Title 2 (federal grant regulations). Staff presented a red‑line version of the policy reflecting edits recommended by a third‑party grant consultant and counsel to comply with 2 CFR procurement requirements.
City staff said the principal changes affect two areas: removing geographic restrictions that had limited bidding from outside specified areas and updating guidance to require consideration of disadvantaged business enterprises on federal procurements. The staff presentation singled out revisions tied to “section 200‑319” of Title 2 procurement rules and noted the changes are intended to preserve eligibility for FEMA and other federal reimbursements tied to past storms.
A council motion approved the amended policy as presented. Staff said the changes will be incorporated into the city’s procurement practice and that the city will continue to consult with its grant consultant, DCMC, and counsel when federal funding is involved.
