Council directs Signal Works to facilitate OPM contract with ECC for police-station renovation

Following interviews with three finalists for owner’s project manager (OPM) services, the North Smithfield Town Council on April 7 authorized a motion directing Signal Works to facilitate drafting an industry-standard contract between ECC Corporation and the town for OPM services for the Nussba Field Police Station renovation.
Consultants Signal Works and the council’s interview panel described the three finalists — RGB Architects, ECC Corporation and KCM Group — and laid out differing strengths. Signal Works described RGB as having direct police-construction experience but less emphasis in community engagement during the interview; ECC scored well for community and stakeholder engagement and offered not-to-exceed pricing with subject-matter experts available during the process; KCM emphasized phasing and logistics and construction-management experience.
Councilors and the police chief discussed priorities for the project: phasing and logistics, community transparency and cost control. Several council members said both ECC and KCM had strong cases; the council ultimately authorized the ECC move with a direction that Signal Works facilitate contract drafting and that the draft be reviewed by administration and the town solicitor. The motion included a not-to-exceed $207,792 figure tied to the OPM scope.
Signal Works will remain the town’s guide on the project and will work with ECC, administration and the police chief to brief the building subcommittee and move into design-development and construction-document phases.
Councilors asked that the OPM scope include scheduled town-council briefings and ad-hoc meetings; Signal Works and ECC discussed staffing structures that would provide a single point of contact plus subject-matter experts as needed.
