Senator withdraws vacancy-list provision after fiscal concerns; SB 274 proceeds with other sunset subcommittee recommendations

Senate Bill 274, presented by Senator Skip Daley, would carry forward several provisions from a prior 2023 measure that had been vetoed. The bill reflects Sunset Subcommittee recommendations to revise rules about appointments and reporting for boards and commissions with gubernatorial appointees.
Section 1 of the original draft would have required boards and commissions with governor‑appointed members to submit a list of qualified nominees for appointment within 60 days of a vacancy. Senator Daley and committee staff said they would delete that subsection after several boards raised a fiscal note and the Nevada Association of Counties (NACO) and other stakeholders said the requirement was unnecessary because the governor could accomplish similar goals by executive order.
"If people are going to try to fund a full time position off of this, I propose we just delete section 1 and we won't move forward with it," Daley said. The committee noted that deleting section 1 would avoid questions about the fiscal note.
Other provisions in SB 274 modify the oversight language coming out of the Sunset Subcommittee: for example, changing how the Legislative Commission appoints certain subcommittee leaders and deleting redundant reporting and review requirements tied to petitions about an applicant's criminal history. Stakeholders including NACO and several counties said they were neutral on the bill once section 1 was removed.
