Council renews annual authorization for IT lease-purchase agreements

The Aurora City Council on April 7 adopted Ordinance 2025-41, an annual authorization allowing the city’s chief information officer to acquire tangible and intangible information technology property through purchase or lease-purchase agreements.
Scott Newman, the city’s chief information officer, said the ordinance is an annual renewal recommended after consultation with finance and legal and outside bond counsel. Newman told council that because of current volatility in the technology market and incoming tariffs, several vendors have held negotiated pricing pending council action; staff requested the item be dual-listed on the agenda and approved it to enable timely procurement.
Councilmember Coombs moved to adopt the ordinance; the motion was seconded by the mayor and carried. No public comments were recorded on the item. The ordinance authorizes officials to take necessary actions to carry out lease-purchase transactions and names potential lessors including lease investors, vendors, or the Aurora Capital Leasing Corporation.
Staff noted that the item is a routine administrative authorization that is brought to council annually to permit the IT department to complete lease-purchase transactions when needed.
