Board discusses tightening facility use for outside youth teams, tables change for edits

District staff proposed revising the facilities‑use exhibit that governs community education and outside group access to school gyms. Jessica (Community Education coordinator) explained the proposal would require greater proof that teams using district facilities were composed primarily of Urbandale students when the team’s sport directly overlapped with a community‑ed offering.

What the proposal would change: Under the current exhibit an outside team can use gym space at reduced priority if 75% of participants live in the city of Urbandale. The draft revision would require a higher, district‑enrollment‑based test for teams that ‘‘overlap’’ with community‑sponsored sports (for example, youth basketball, wrestling, flag football and track & field) and move nonqualifying teams to a fee‑based category (Category 3) with lower scheduling priority.

Board concerns and clarification requests: Trustees pressed staff for examples and edge cases (for example, UGRA teams that include City residents who attend non‑district schools). Staff clarified that UGRA and similar clubs that do not compete directly with community‑ed offerings could remain in Category 2. Board members asked staff to clarify the draft language to explicitly distinguish ‘‘outside teams not run through community ed’’ from programs that are run by community ed and to consider a grandfathering approach for currently established teams. One trustee said the current draft sentence is unclear and recommended an edit to specify "outside sports teams not affiliated with Community Ed."

Action taken: Staff recommended edits; the board voted to table the exhibit and asked staff to return with revised language at a future meeting.
