Haley Plaza statue arrives; city plans bids and a dog park, seeks grant for Vickers kayak launch

Jamie D. Perkins, Neighborhood Services and CRA Manager, told the steering committee that a bronze statue of Dr. Robert B. Haley left the foundry and recently arrived at the artist's studio in Palm Coast. Perkins said there are 100% design documents for Haley Plaza and staff hopes to put the documents out for bid in June, begin work in July and complete the plaza and statue installation by December.
"The statue is complete. It left the foundry about 3 weeks ago and arrived safely at our artist's, at the studio in Palm Coast about 2 weeks ago unscathed," Perkins said.
Perkins said the city is also pursuing several smaller projects that staff called "low-hanging fruit," including a dog park at Eddie Vickers Park with separate large- and small-dog areas, temporary cover and seating. Staff is continuing to work on a kayak launch and fishing pier at Eddie Vickers and has sought additional funding from the Florida Inland Navigation District for the next phase. Perkins said the city was funded last year for the first phase and expects word on additional funding this summer after a June presentation.
The committee heard that the projects remain in design and permitting phases and that schedules depend on grant decisions and procurement. Perkins and other staff invited members to follow upcoming bid and grant milestones and offered to provide more detailed timelines as grants and procurement processes advance.
