Procurement Manager Adams presented the procurement division's 2024 accomplishments and a 2025 action plan. Since March 2024, the division centralized procurement for the city, launched an OpenGov electronic solicitation platform, implemented standardized forms and service-level agreements, and rolled out department training and vendor outreach.
Adams said all procurements over $1,000 require competitive solicitation and described new tools: requisition routing through Asana, blanket purchase orders for awarded contracts, supplier performance ratings and Tyler ERP enhancements for requisition/purchase-order tracking. The division plans to implement a contract-management module in OpenGov, apply for the National Procurement Institute's Achievement of Excellence in Procurement award, and track KPIs such as solicitation response rates and service-level-agreement adherence.
Councilmembers thanked the procurement staff and noted the volume of information. Adams said procurement will continue training, vendor engagement and process improvements and will develop reporting for city leadership.
